The Institute for Education and Development of Conflict Management by Peaceful Means Foundation (I.D.P.), led by Chairperson Mrs. Prakairatana Thontiravong, has officially entered into a Memorandum of Understanding (MOU) on the promotion and protection of citizens’ rights and liberties with the Rights and Liberties Protection Department of the Ministry of Justice, represented by Director-General Mr. Triyarith Temahivong. The signing ceremony took place on Saturday, August 22, 2026 at Chao Phraya Room 2 and 3, 10th Floor, Building 3, Riverine Place, Nonthaburi Province.


This landmark MOU establishes a vital alliance between the state sector and the public-benefit civil society organization. It is designed to foster closer cooperation in conflict mediation, enhance public awareness of legal rights, and ensure swift, fair, and equitable access to the justice system, while establishing a sustainable network for peaceful conflict resolution across diverse social contexts.
A Shared Vision with Citizens at the Center
Mrs. Prakairatana Thontiravong, Chairperson of the I.D.P. Foundation, expressed her deep honor and delight during the signing ceremony, highlighting the steadfast determination of both organizations to place citizens at the heart of their collaborative mission:

- Personnel Development: Collaborative initiatives to equip personnel with deep knowledge and understanding regarding citizens’ rights, duties, liberties, human rights, pathways to the justice system, dispute mediation, and rights protection.
- Knowledge and Information Exchange: Promoting the continuous exchange of information, data, and academic expertise beneficial to protecting citizens’ rights and liberties, as well as advancing dispute mediation processes within legal boundaries and authorized frameworks.
- Academic Development and Evaluation: Supporting academic collaboration to develop new bodies of knowledge, monitor and evaluate progress, and formulate constructive recommendations to elevate the efficiency of rights protection and public dispute mediation.

- The Rights and Liberties Protection Department, Ministry of Justice: As the primary government organ tasked with promoting, protecting, and guaranteeing citizens’ rights and liberties under the law and human rights principles, its mission spans developing dispute resolution mechanisms, providing remedy services for crime victims and criminal defendants, executing witness protection, and leading the prevention and suppression of torture and enforced disappearances to ensure equal treatment for all.
- The Institute for Education and Development of Conflict Management by Peaceful Means Foundation (I.D.P.): As a public-benefit civil society organization, the I.D.P. Foundation is dedicated to educating and training conflict management specialists, providing dispute resolution services across social contexts for the general public and diverse sectors, preventing and addressing violence against vulnerable groups—including children, youth, women, the elderly, persons with disabilities, the underprivileged, and families—and expanding collaborative networks to cultivate a culture of peace.
